Performance-deteriorating effects of performance-related pay in the public sector?

Abstract

Performance-related pay has been an important part of New Public Management. It is argued that pay related to performance provides an incentive for employees to increase their performance and hence increase public sector efficiency. Nevertheless, there is research which indicates adverse effects of incentives. This article presents research that indicates detrimental effects of financial incentives, and discusses the implications for performance-related pay in the public sector. In particular, perceived unfairness seems to be an underestimated source of performance-deteriorating effects of performance-related pay.
