Developing planning practices in the care sector
– Employee involvement in change when time is short
Many employees in the public sector experience too little time for carrying out work tasks, and difficulties in solving tasks of proper quality. Limited resources make it difficult to implement improvements in the working environment. How can workplaces, under these conditions, work to better align resources and demands? Strengthen the capacity to plan and coordinate work and align expectations for task completion? This was the starting point and ambition for an intervention study, in which we developed and evaluated locally anchored interventions to improve practice around planning and task performance. Two care centers, a home care team and a residential facility participated. The purpose of the article is to uncover, through a realistic evaluation design, how context and implementation process have interacted in the four workplaces, and what this has meant. The results confirmed the importance of organizational ‘fit’, involvement of employees as active co-creators, and that the effort leads to learning and retention. Furthermore, they highlighted 1) the important and difficult balance between employees’ investment of time and expectations, as well as the perceived benefit, and 2) how interventions at workplaces, characterized by distrust in the relationships between managers and employees, must start by (re)establishing trust before other initiatives become possible.
