Discourses on youth and working life in the transition from the welfare state to the competitive state in a globalized world

Abstract

The article analyzes the changing expectations that have been formulated by politicians and experts concerning youth and its future integration in the labor market in the period from the 1930s to 2005. Taking its point of departure in the concept of problematization developed by Michel Foucault and further elaborated by Carol Bacchi the article investigates how education choices and career expectations of young people has been problematizised and how these problematizations have led to various political recommendations. The intention of the article is to shed light on discourses that have been marginalized and replaced by other dominant discourses in the period 1930-2005. The conclusion of the article is that the critical perspective on working life, which was present in the discourses up till 1990 has been replaced by a discourse stressing the importance of employability. In addition, education is no longer primarily conceived as an individual right but also an individual responsibility to contribute to the competitiveness of the nation.
