Abstract
Potentially preventable hospitalisations, often defined through ambulatory care-sensitive conditions (ACSCs), serve as an indicator of healthcare system performance. However, understanding the mechanisms behind these admissions requires a multi-level perspective, incorporating micro (individual), meso (organisational), and macro (policy) factors.
