Abstract

Active labour market policies are a cornerstone in the dynamic Danish labour market, characterised by high employment and low long-term unemployment. In the early 1990s, Denmark was among the first countries in Europe to develop an active labour market policy and widely regarded as a pioneer in the field. In recent years, however, active labour market policies have faced growing criticism for being overly costly, inefficient, and lacking in dignity. This critique formed the basis for the most recent major labour market reform, which was passed in May 2025 and is set to be implemented over the coming years. The purpose of this article is to outline the main developments in active labour market policy. It also aims to situate the current labour market reform within a broader historical context and to comment on its possible implications for active employment services in the future.
