Non-humane aktørers rolle i styringen af de danske universiteter

With the state property administration (SEA-scheme) and the University Act of 2003, Danish universities found themselves in a situation where they had self-ownership without building ownership, which affects the universities' actual autonomy. The question of autonomy and control has been examined before, but there is a lack of understanding of how the SEA scheme and buildings affect the governance of universities. Drawing on actor-network theory, this article examines the role of buildings in the governance of Danish universities and how the construction challenges surrounding the Niels Bohr Building (NBB) affect the SEA scheme. The article shows how NBB becomes a central actor in the governance network surrounding the SEA scheme, and how the construction scandals destabilize the entire network. We therefore focus on governance as a practice that involves both human and non-human actors and show how especially the non-human actors have a significant impact on enabling and changing governance.
