This article examines the debates on quality in higher education in the Danish political context (2007 to 2013) and analyzes (1) political reforms legitimized by the concept of quality, (2) the general political-economic underpinnings of this agenda and (3) the types of political steering that go along with it.
The analysis reveals a broad political consensus on a concept of quality that mirrors trans-European concepts and links quality to the formation of large size educational institutions and an external quality control agency (Akkrediteringsinstitutionen). Furthermore, the analysis pinpoints how this political focus is legitimized by reference to external pressure form economic competition.
Finally, the article discusses the inherently political nature of the concept of quality. On a basis of Luhmannian systemic theory, this discussion shows that the concept of quality does connect to other systems rationales (economic and educational), however constructed in such different ways that conflicts and tensions seem likely.
