A number of Danish cases involving public participation in environmental assessment are analysed and shows some unintended and dis- torted impacts. More or less the tools lead to a kind of acceptance planning on the costs of actual environmental protection and favour legality instead of legitimacy brought about by public inclusion. Herby both developers and public authorities are freed from practicing real environmental planning and protection and, instead, practice economic efficiency. Unwillingness, both among private as well as public investors, to consider environmental costs as a long-term issue can thus be observed. Such a handling of public participation is considered unacceptable and the article concludes in recommending different independent public initiatives or institutions that can secure public inclusion in matters of environmental assessment that do not answer to authorities and entrepreneurs.
