Conflictive territorial co-production and the neo-apartheid city Lessons from favela politics in Brazil

Resumo
Este artigo explora a urbanização e o ativismo na Rocinha - o assentamento informal mais populoso do Brasil - para examinar como desigualdades históricas se entrelaçam com formas mais recentes e conflitivas de coprodução territorial. Utilizando o conceito de 'cidade [neo]apartheid', o artigo distingue entre processos de apartheid 'persistentes' e 'neo/novos' para analisar como divisões socioespaciais são produzidas e contestadas por meio de infraestruturas urbanas. Com base em uma pesquisa de métodos mistos (com ênfase qualitativa), conduzida desde 2017, o estudo foca nas infraestruturas de água, saneamento e higiene como arenas centrais de reivindicação democrática. O artigo mostra como essas infraestruturas simbolizam tanto a marginalização quanto possibilidades de ação coletiva. Isso contribui para os estudos urbanos sobre o Sul global ao propor um marco espaço-temporal para compreender as lógicas do apartheid urbano, destacando as tensões democráticas da privatização dos serviços nas favelas e defendendo abordagens mais interseccionais e decoloniais para a coprodução. Também argumenta que perspectivas granulares e longitudinais são essenciais para captar as dinâmicas complexas de desigualdade e mudança nos assentamentos informais.
