Reguleringspolitik og virksomhedshomogenitet – en konfigurationel komparativ analyse af arbejdsmiljøreformen i 2010

Resumé

Virksomheder antages ofte at være enhedsaktører, dvs. at de udviser ens adfærd, når de konfronteres med ens stimuli fx offentlig politik. De antages således at udgøre en homogen masse, især virksomheder af en vis størrelse. I en binær konfigurationel komparativ analyse af arbejdsmiljøreformen fra 2010 testes denne antagelse på 14 store og mellemstore virksomheders implementering af reformen. Selvom virksomhederne har en del frihedsgrader i implementeringen af reformen, er det varierende, hvorvidt de har implementeret reformen eller ej. Den konfigurationelle komparative analyse viser endvidere, hvordan forskellige konfigurationer af de fire opstillede betingelser fører til det divergerende udfald på tværs af casevirksomhederne. Især en professionel organisering af virksomhedernes arbejdsmiljøarbejde samt inddragelse af medarbejderne er vigtige betingelser for, hvorvidt virksomhederne har implementeret reformen eller ej.
