Markedsstyring indenfor statens mure: statsgarantimodellen som en markedsbaseret styringsform i dansk transportinfrastruktur

Artiklen bidrager til den danske forvaltningslitteratur ved at præsentere, analysere og begrebsliggøre en udbredt, men overset styringsform statsgarantimodellen (SGM), som har stor betydning i fremtidens infrastrukturpolitik. Artiklen undersøger, hvordan statsgarantimodellen (SGM) har udviklet sig til en markedsbaseret styringsform i den danske infrastrukturstyring på transportområdet, som er domineret af et hierarkisk styringsparadigme. Ved hjælp af et eksplorativt kvalitativt casestudie og med udgangspunkt i begrebet om styringsparadigmer (Torfing et al., 2020) tilpasset infrastruktur viser artiklen, at SGM blev opfundet som en markedsbaseret styringsmodel til at realisere megainfrastrukturprojekter udenfor den bureaukratiske styringsform. Overgangen fra en styringsmodel for enkeltstående infrastrukturprojekter til en markedsbaseret styringsform sker ved, at der dannes driftsselskaber, der bidrager med ekspertise og finansiering til det eksisterende hierarkisk styrede transportnetværk. Over tid udvikles styringsmodellen til offentlig transport og mellemstore infrastrukturprojekter, hvor markedsbaserede styringselementer integreres ind i den bureaukratiske styringsform, hvorved normerne for finansiering i det hierarkiske styringsparadigme ændres. Over tid reduceres det politiske handlerum i forhold til eksisterende og nye SGM-projekter af modellens markedsbaserede låsemekanismer.
