The 21st International Congress of Administrative
will be held in Marrakech
from 24 to 28 July 1989.

The Congress will focus attention on issues related to decentralization, regionalization, modernization and privatization as aspects of policies moving towards the responsiveness of government to the people it serves. A whole new concept of public management is emerging, based on efficiency, service and participation.

The objective of the Congress theme is to examine in the 7 Research Committees of lIAS the various questions pertaining to this new kind of government:

1. Evaluation of national polices of decentralization
regionalization.
2. Administrative modernization to improve
quality of services to the public.
3. Responsiveness of the Public Servant
towards citizen's needs.
4. New trends in decentralized planning.
5. Public enterprises versus privatization:
how to offer better services.
6. Reform of local public finances.
7. The role of non-governmental organizations
local developoment.
