Gennemslagskraften synes dog minimal i det stærkt hierarkiske samfund, hvor den almindelige befolkning fortsat mangler incitament til at ville ændringer, så længe det kommunistiske styre sikrer økonomisk vækst og forbedrede levevilkår. Selv om internettet i visse situationer kan understøtte civilsamfundsroller, så kan internettet ikke på nuværende tidspunkt siges at have en væsentlig demokratiserende effekt i Vietnam. ABSTRACT On the bases of theories about transition societies and civil society, observations of the Vietnamese internet landscape, and interviews with three expert sources (both actors and observers of Vietnamese civil society), this article shows how the internet can serve as a sphere for civil society and generate civil society roles. The impact, however, seems minimal in the highly hierarchical society in which the general population still lacks incentive to demand change as long as the communist regime secures economic growth and improved living standards. Though the internet in some situations is able to support civil society roles, it cannot be said to have a substantial democratising effect in Vietnam for the time being. ER -
